Brad is a member of the firm's Government Contracts Practice Group. His practice includes litigation before state and federal courts, the Court of Federal Claims, and the Government Accountability Office (GAO). Brad regularly advises government contractors on small business compliance and regulatory matters in specialty government contracting programs such as 8(a), Service-Disabled Veteran-Owned (SDVO), HUBZone, and Women-Owned and Economically Disadvantaged Women-Owned Small business (WOSB and EDWOSB) programs. He has successfully defended and prosecuted numerous bid protests and size status protests before the GAO, the Court of Federal Claims, and the Small Business Administration (SBA). In addition to speaking regularly on government contracting topics, Brad is an Adjunct Professor of Constitutional Law at Old Dominion University. Law & Politics selected Brad as a "Rising Star" in 2009-2011 in the area of Government Contracts.
- Successfully protested award of $300 million dollar ship repair contract at the Government Accountability Office
- Successfully defended protest of Army education/training contract at both the Government Accountability Office and before the Court of Federal Claims
- Represented contractors in small business size protests before the Small Business Administration
- Represented numerous financial institutions and credit unions in federal court and bankruptcy court on consumer credit claims, including class action claims
- Obtained $8.9 million judgment against companys former CFO for fraud and embezzlement
- Provides counsel for government contractors on matters of contract administration
- Provides counsel for Owners and Property Managers on commercial lease issues including formation, performance, enforcement, and collection
- Represented numerous Owners and Property Managers in commercial lease litigation both in Virginia Courts and in Bankruptcy Court
