Marina is a partner in the firms Norfolk office where her practice focuses on environmental law. Marina has extensive experience working through the maze of federal, state, and local environmental laws and regulations. Her practice involves a broad range of regulatory and administrative services ranging from the negotiation of permits to the resolution of enforcement actions. When necessary, Marina will go to court to fight for her clients, but by utilizing her skills and experience she knows how to keep them on the right side of complex environmental laws and out of costly court battles. Marina also adds value to commercial transactions such as buying and selling real estate or mergers and acquisitions by limiting her clients liability for environmental issues.
In addition to her years of law firm experience, Marina has worked in the private sector as Environmental Counsel to Browning-Ferris Industries and Elf-Atochem, N.A. and Regulatory Counsel to Envirosphere Co., a division of Ebasco Services. Furthermore, she served as the Assistant Regional Counsel to the United States Environmental Protection Agency (Region III), Assistant Attorney General to the Commonwealth of Pennsylvania, and was the Director of the Office of Regulatory Affairs for the Pennsylvania Department of Environmental Resources.

- Represented purchaser of former industrial site through redevelopment of a brownfields site as a waterfront mixed use project
- Represented multiple waterfront landowners in successful determination of riparian rights
- Limited environmental liability for potential purchaser of active Superfund clean-up site
- Represented chemical manufacturer in resolving potential air permit violations without regulatory enforcement action
- Settled major U.S. Environmental Protection Agency/Corps of Engineers wetlands enforcement action with permission for development of impacted acres
- Negotiated contract documents for the construction of a green building with LEED certification
- Represent owners of target housing rental properties in resolving federal enforcement actions for violation of lead disclosure requirements
- Represented landfill owner in successful completion of solid waste facility closure and post-closure care requirements to terminate government regulation of the landfill
- Negotiated settlement of state storm water and wetlands enforcement action with reduced fine and site restoration requirements
