    Eric is Of Counsel and a member of the Corporate and Public Finance Practice Group. He has acted as bond counsel and underwriters’ counsel in Virginia transactions for nearly two decades. His experience in Virginia includes representing Virginia municipalities and public authorities in a wide variety of financing structures. This experience includes general obligation bonds, special tax district financings, subject to appropriation financings, and municipal utility financings. In addition to his Virginia experience, he has represented issuers throughout the country including in New York, North Carolina, and California.

    Representative Matters

    • Washington Metropolitan Area Transit Authority’s Dulles Metrorail project, serving as bond counsel to Fairfax County, Virginia in transactions financing rail expansion and surrounding infrastructure and development
    • The City of New York and the New York Transitional Finance Authority bond financings (15+ years), serving as bond counsel to the City of New York for purposes of financing its general capital program
    • Municipal bond issuances throughout New York, Virginia, Washington D.C., North Carolina, and California
    • Not-for-profit entity financings, including numerous health care institutions and institutions of higher education
    • Advising clients on SEC Rules, IRS statutes, and Treasury Regulations
    • Municipal financings for utilities and water and wastewater systems
