The July 2nd announcement of a 1-year delay in the effective date of the ACA employer mandate may cause some employers to mistakenly delay addressing the real Obamacare issue confronting all employers: how do I balance the competing objectives of avoiding penalties with providing my lower income employees the opportunity to obtain heavily subsidized insurance in the new health insurance marketplace?

At this point the October 1, 2013, beginning date for the first open enrollment period in the health insurance marketplace and the January 1, 2014, effective date for marketplace coverage and subsidies have NOT been delayed.
